If you're gonna do any gaming + streaming on one box, the 3900X will do it better. It should be a pretty big improvement for editing, rendering etc. Imho, the 3700x is fine and get the best GPU your budget can buy.

3700x and invest $100 difference in a GPU. Cpu streaming is more ideal for super high quality streams where you can throw like 12 cores at just the encoding alone. As is atm, there aren't many games that take full advantage of multicore and multithreding CPUs, even though these CPUs have been around for a while now.
